2 newbie questions

I have two quick questions.

1. Can I only reload torpidos for subs on the US side at naval bases that are 9 or above?

2. Where do I find the amphibious capability of the transport ships? I have looked and I can't seem to find it.

Yup, or bases with submarine tenders (AS's).
2. Where do I find the amphibious capability of the transport ships? I have looked and I can't seem to find it.

Don't look at the ships, but at the units you want to load. Each LCU has load ratings; divide the load rating by the load capacity of the ships you have, add a little more to be on the safe side, and there you go.
