Low percentage of completed passes

While the patch 1.095 seemed to improve passing slightly the percentage completions are way below NFL standards. I understand that to could be due to the Plug and Play play book.

I downloaded some the NFL 1959 plays but I am having a hard time getting it into MaxFB.
Where should this file go, (I put it in plays)?
