Punt return fair catch logic

This is something else Im not has been addressed or not. But I have found that almost everytime a punt would land inside the 10 yard line the punt return man fair catches the punt. This is using the fair catch allowed setting and the original game without a patch. The return man should never fair catch the ball inside the 8-10 yard line, so is it possible to give them a logic that tells them to give a fair catch signal and move away from the ball? Along similar lines what is the logic that triggers a fair catch, many times fair catches are made and it seems that there are no defenders within 10 yards of them.

In the later builds I have not seen a fair catch inside the 10 where before I saw quite a few.
