The RTAF had two operational commands:

5th Air Wing in the South

35 Squadron: 9xVought V-93S
52 Squadron: 9xHawk III
53 Squadron: 9xVought V-93S
73 Squadron: 9xHawk III
80 Squadron: 9xHawk II

and
after the war began
Northern Command in the North.

21 Squadron: 9xVought V-93S
41 Squadron: 10xHawk III
62 Squadron: 9xKi-21 Ib

These units could be created and planes assigned from a central pool, apparently.

Eventually, RTAF obtained 9xKi-21 Ibs,
24xKi-30s
12xKi-27s (plus apparently replacements)
27xKi-43s
24xKi-36s.

RTN operated 6 aircraft when the war began - a shore based flight of 4 and 1 each on two frigates. These were originally a variation of E9W1. Eventually 18 E8N1s were obtained and some of these were upgraded to E13A1s (3 in 1943 and 3 more in 1944).
