I feel like I should know the answer to this question, but..

How would I create a transport TF carrying supplies in the editor?

A group of AK's set to not carry troops will load up on supplies. I'm thinking that your current problem might have something to do with the fact that the convoy is supposed to start at sea (it is, right)?

Correct! And I have a tanker convoy in the same hex, with the same destination, that IS loaded up on fuel. It's really odd.

This is a bit of a long shot, but I have a feeling that the system is set up to only allow invasion convoys (i.e. convoys carrying troops) and tanker convoys. Try loading an LCU on board. There's a way to avoid having the unit go on the ships, too, even though you give it loading orders, so maybe you can trick the program...
