Law in New Jersey is that 10% get retested every year. I have been driving for 21 years and have never heard of it happening without a letter to DMV.

By the way, that same study showed that 25% of all 16 year old drivers will have a crash in their 1st year of driving. My newphew in Iowa has a permit at 14 1/2 so I am sure he will wreck the car before he gets a license.

I never understood this, just how out of it are 16 year olds? I didn't have my first accident until I was 25 (not my fault) and I didn't cause my first fender bender until I was 32. On the other hand when I was 18 a cop pulled me over and told me I had committed 6 moving violations in 3 blocks. [:D] When you're young like that it's not as much a matter of obeying the laws as it is just don't hit stuff. Reflexes and mental sharpness should compensate for poor obedience of the laws. [;)]

The other day, a 27-year old father and his daughter (age 7 MONTHS) were killed in a hit and run in this country.

They'd been walking along the side of the road, on the correct side, minding their own business, when a 19-year old superman driver plowed them down (you have to be 18 to drive in this country). The 19-year old had been doing 65 mph in a 30 mph zone, and what was his excuse for murdering these two? The 27-year old turned out to be deaf, so it was his own fault that he and his little girl died.

I stand by what I said: they don't care.

Well, it helps if you know/remember that teenagers are unable to assess risk. Literally. Recent studies on how the brain changes during puberty and very early adulthood show that a teen's brain literally is unable to accurately assess risk. They can't understand consequences or forsee how something could go wrong.

Really? Anecdotally (sp?) I have known a several teens that have been better at this then some adults I know. However, clearly there is a learning curve that people have and some progress further along that curve faster than others. IIRC my psyche 101 class correctly, children start to develop concrete reasoning skills around 12 or so. That means that at that point they have the capability to forsee adverse consequences. Now whether or not they choose to do so, or have been taught by their parents to do so could be another matter.

Still, all other things being equal in the case I would take the life experience based judgement of a 55 year old over that of an 18 year old most anyday.

Really. Apparently there are some serious differences in how a child's brain "is wired" compared to an adult's and the teen years are when the change occurs. Developing concrete reasoning skills is not the same as having them. Combined with the hormone overload and it turns out that teens really are only half-a-step away from full blown insanity.
