Substitutions

I've noticed that CPU controlled teams do not substitute for fatigued players. Several times I've noticed defensive players bent over, gasping for air, then after 10 seconds or so they go back to the huddle. It seems the cpu will only put in a backup if the starter gets injured. Anyone else seeing this?
