How does one release an owned province to become a protectorate?

How does one release an owned province to become a protectorate?

I have tried going to the province / country in the diplomacy screen, and selecting it, and there is an option to 'form protectorate'. That seems to be the intended mechanism. In my brief attempts to test it, I couldnt make it work :P

..and for some provinces, I couldn't even find them in the list. As France, I took Tyrolia, but that province never shows up in the list of countries in the diplomacy screen, so Im not sure how to release it to protectorate (which I think is a pre-requisite for getting the Confederation of the Rhine happening).

I'll keep trying :-)
