Scenario hangs at "Subunit Merge Complete"

I hope Joe is wrong about the range. BOTH CHS and RHS use this range for task forces.  For that matter, so does stock, including 1.8.

I think one needs certain number of *LCUs* to avoid to have scenario hang. I just don't know how many. But I usually modify tutorial for test purposes and never had that problem.

Task forces are stored in the Editor at 3500+. When the scenario is loaded, they are relocated to 7000+ (adds 3500 to editor location).
The now empty 3500+ space is then used for splitting LCUs and fragments at 4000+.
