did i miss the link to patch 1.13, and if i load up 1.14, will it patch over PS07 with 1.1, 1.12, 1.13 fixes as well?

I don't think he ever released 1.13.

If you install 1.14 you will have all of the fixes. 1.14 is the most up to date version.
