Opinions needed for Political Points

I'm curious for opinions on the political point system. Hypothetically, how would you guys feel to the land unit cost of changing HQs stay the same for restricted HQ units, but be reduced for other HQs? The idea being that changing from South Pacific to Central Pacific is basically admin in nature and shouldn't be the same as changing an infantry division from West Coast so it could be used in battle.

I think less for changing among non-restriced HQ would be convenient.

It's that way for changing base controls after all.

HQ assignemnt means very little, but in the case of squadrons it makes it a little easier for them to pull replacements if they're in range of their HQ (otherwise, they have to be a base with 20k supplies). But in the case of LCUs pulling squads, it's only a matter of support and supply. The HQ affiliation doens't seem to matter from any of my testing (and is never stated that it -does- matter in the manual).

But it would contribute to if players wanted to actually try to keep units in commands. It would affect games in progress tho, in that, some games, folks have a house rule that says LCUs must stay within their command.

I would like to see LCUs which were not with the same command (as other units/base in the hex) be penalised in combat, supply, etc.
If that was the case, then there would be reason to charge fewer PPs for changing Hq. At the present, I don't think changing HQ is important.

Make ALL commands restricted.[;)]

Then start each scenario with a few thousand extra PP's to activate units.
This would slow the bum rush down on both sides considerably, and force the players to activate units for deployment.

Or even better... Make all commands restricted and give NO PP at all..

Make all commands restricted sounds like an interesting idea since no unit would ever be able to board a transport. ...Making invasions somewhat problematic.

I'm not sure of the reasoning behind reducing the price? is that because the allies have to pay for withdrawal of units each month and they don't have enough left over to play with? as japanese I usually have enough to change everything I want and then every so often change some units between unrestricted commands simply for admin purposes.

my suggestion would be pay some political points for pairing IJN and IJA units together in the same bases.

Personally, with the primary election coming up in a couple of days I sick and tired of Politicians and their "Points" and could do without both for some time.
