Norm Koger's The Operational Art of War III is the next game in the award-winning Operational Art of War game series. Now congrats about the release of it to all people who worked for the game.

Since so far my only connection with TOAW is a demo for korea senario i found a couple of questions emerged.

Now i know its not supposed to be a naval wargame and that aspect is rather suplementary but is it possible to form your own task forces or you have to do with predifined ones?
As for experience of units or proficency i have this question.If you play a long senario with plenty of combat rounds does it ever happen a units proficiency to go up?I mean when i played the korea senario in a demo(ACOW probably)i remember that the mig 15 units eventually got veteran status but thier proficiency was in mid 30's even after 1/2 a year combat so whats up with it?

It depends on what you mean by "task force"...[;)]
There are task force icons that designers use, with which to put naval equipment (in this case, ships) into, and those units then can be moved about and used. However, they cannot be split up, or have any changes to the assigned TO&E once in play. They may lose equipment, and have that equipment replaced over the course of the game, or be eliminated and reconsitute, but once the scenario is set, there are no drastic changes that a player can do to them, that don't involve them shooting at things, or being shot at.

Now, the naval aspect of TOAW III is, as you know, abstracted a great deal, but it is possible to form rudimentary "task forces" with the naval units that a scenario designer has provided to the player. You can do this by carefully selecting the units based on their capabilities and ranges, as well as the surrounding "lay of the land" or sea. How effective this is, depends greatly on the choice of scales, unit sizes, and compositions of units that a designer uses, as well as upon "house rules".

Yes, units do generally increase in proficiency over time, and with combat. However, keep in mind two things:
1. The first time that an untried unit "sees the elephant" it has its proficiency randomly adjusted up or down, from its nominal value.
2. A unit that has suffered heavily in combat can become "untried" as it absorbs large numbers of replacements, leading to multiple negative adjustments over a string of unlucky "seeing the elephant" checks.

I believe units also have the proficiency adjusted towards force proficiency when they receive replacements- or at least when they reconstitute. I've seen the latter in effect in a Barbarossa scenario where the designer had neglected to change Russian force proficiency from its default of 100. The result was a lot of indestructible rifle divisions....
