however, ive noticed you get sitreps, which are very "matrix" i feel lol, giving toaw a matrix feel to detail ala WITP, but are these files necessary or can they be deleted once the turn has ended amd been sent to an pbem oppone?. i wouldnt like them clogging up the save folder

Yes, you can delete them at any time. In fact, if you don't feel the desire to look at them, you can go into the Advanced Game Options and turn them off for your game, so that they don't write in the first place. This is one of the options that you can change after a PBEM game starts.
