Situations where event triggers don't fire.

Playing Operation Jutland, I had a situation near Copenhagen. It was a VP area with a trigger, and the AI attacked me with the units on the hex, including the garrison. The AI was crushed, and all the units on Copenhagen were eliminated. Turn ended with no enemy units on the hex.

Next turn, my ZOC included Copenhagen, but I didn't get the event notification, and moving units onto Copenhagen and waiting a turn didn't trigger it either.

Has anyone seen this?
