Norm Koger's The Operational Art of War III is the next game in the award-winning Operational Art of War game series. Is there an "auto deploy" option in case I want to play my own scenarios and not knowing where the enemy will place its troops?

Perhaps something like that could be arranged using events that are triggered by using a random value or something. Or of the three available objective tracks one could be chosen at random or something.

Yes, currently you have to use the editor to make multiple instances of your formations and events to randomly select wich formations that get activated. You can then use the 3 objective tracks to create some variability about the formations' behaviour. This can be governed by other events like occupations etc.

Rhino Bones does a lot of stuff in this area. You should look up his scenarios.

Note that if you want the units to actually start in different places you will need to create multiple copies of the units. But you could have a single set of units just move to whatever location under a cease fire event with 0% recon.
