Norm Koger's The Operational Art of War III is the next game in the award-winning Operational Art of War game series. TOAW3 is updated and enhanced version of the TOAW: Century of Warfare game series. TOAW3 is a turn based game covering operational warfare from 1850-2015. New TOAW III Scenario - Problems With Uploading

I have a new TOAW III scenario read for uploading, but unfortunately I am unable to upload the zip files at SZO. The upload screen goes blank and nothing seems to happen. If someone could help with the upload I would be appreciative.

The scenario comes in both a TOAW-ACOW & TOAW III version. If no one can post it, just PM me and I'll mail it to you.

1. Introduction

This scenario is designed specifically for solitary play against AOwPI. Force 1 is the Earthling player and Force 2 is Artificial Opponent with Programmed Intelligence, or as I call it, AOwPI (Oh'pee). As described in paragraph 6, a special TO is available to the Force 1 player that is designed to balance the scenario for PBM and Hot Seat games.

The scenario theme is an aggressor nation Tulane (Force 1, Earthling) conducting an invasion of Boise State (Force 2, AOwPI). The Tulane commander has been assigned two objectives in his sector. To achieve victory both objectives must be captured before the United World Council is able to negotiate a cease-fire. Otherwise, world pressure halts the war and Boise State is victorious. The Council is expected to act in about 30 days after the start of hostilities.

The Tulane commander will be offered a variety of divisions from which the invasion force is assembled. The types and number of divisions deployed will be limited by the commander's capacity to provide logistical support.


2. Objective(s)

The Tulane commander will be assigned one primary and one secondary objective as listed in the Theater Options. Both must be captured for the invasion to be successful. All secondary objectives are located south of the Snake River and primary objectives are to the north. It is recommended that the commander study the positioning of the objective before selecting his invasion force.

The scenario map file 'Tulane Map.jpg' is supplied with the authorized version of the scenario. The map shows the physical locations for all objectives and major Tulane cities. The map should prove helpful when planning deployment and attack strategy.

3. Tulane (Force 1 Earthling Player)

Forces. On the first two game turns the Tulane player is able to select and deploy divisions using Theater Options. Of the 34 total divisions about 20 are randomly available for selection. The OOB spreadsheet provided with the scenario shows the composition and cost (in supply points) for each division. To summarize, the 34 divisions and their supply point costs are:

5 Ar Div, 12-14 supply points
7 Mech Div, 8-9 supply points
8 Motor Div, 6-7 supply points
14 Inf Div, 4-5 supply points

The cost in supply points is subtracted from the starting value of 100. As an example, if Tulane deploys 9 divisions equaling 57 supply points, the net Force 1 Supply is 43 (100 - 57).

Armor and Mechanized are available on turn 1. Motorized and Infantry appear on turn 2. Due to a TOAW-COW limitation on the number of TOs visible on the TO screen, it is necessary to split the availability into two turns.

Supply. The Tulane player starts with 100 supply points. Depending on the divisions available, and how many heavy divisions are selected, Tulane should be able to field between 8 and 12 divisions and still have about 50 supply.

Replacements. Tulane replacement rate is set for 1% beginning on turn 6.


4. Boise State (Force 2 AOwPI Player)

Forces. The complete AOwPI OOB contains 40 Bdes and 21 Independent Bns. Events are set so that approximately 15 Bdes and 8 Ind Bns will appear in any one scenario. Individually these units are a bit stronger than their Tulane counterparts.

Supply. AOwPI has 100 supply throughout the scenario.

Replacements. AOwPI replacements are set at about 2%.


5. Significant Events


Turn Burn. Max Rounds per Battle is set at 3.

Supply Reduction. Capture of the Secondary Objective reduces Boise State supply by 70%.

Victory Conditions. Victory is awarded to the Force first to gain a margin of +30 victory points. For AOwPI this is the sum of VPs awarded per turn and enemy killed. For the Earthling it is the sum of captured objective VPs and enemy killed.

Force 2 VP per Turn. An event loop awards AOwPI with 2 VPs every turn the defense is able to hold out against Tulane. Although the scenario is set for 35 turns, the VP loop ensures that the AOwPI Victory Conditions will be reached in about 30 turns.

Theater Recon. Theater Recon for both sides is set for 0%. To compensate, there are a number of Lookouts sprinkled throughout the battlefield.

Weather. There is an even chance that the scenario will be played in good weather. For variability there are also events for Storm Front/Second Storm Front and Cool Front/Second Cool Front. The events are constructed with delays and ranges in order to make the storms and cool fronts more unpredictable.

Supply Points. Supply Points appear randomly beginning on turn 3.

Supply Radius. Supply Radius is set at 6.

Counter Attack. AOwPI is set to use all three Objective Tracks. Track 1 is defensive. Tracks 2 and 3 produce counter attacks and may occur singly or in combination. The events are constructed with delays and ranges in order to make counter attacks more unpredictable.

R/R Destruction. There is no automatic R/R destruction in this scenario.

Air Forces. Both sides have a small number of tactical fighter-bombers randomly deployed. There are no fighter or high altitude bomber units.


6. PBM/Hot Seat Game

On turn 1 a TO for the PBM/Hot Seat mode is available to the Tulane player. By selecting the TO, events are activated which attempt to balance the scenario for PBM and Hot Seat games. Selecting this TO performs the following changes:

Force 2 Supply. Force 2 supply reduced to 60%
Force 2 Replacements. Force 2 replacement rate reduced to 1%.
Force 2 Deployment. Total number of Force 2 Bdes deployed reduced by approximately 20%. Independent Battalions are unaffected.

Suggest that prior to the start of a PBM game, both players agree on the proper use of the capture objective TOs. Some players would prefer to use the TO on the turn that the objective is captured. Others would prefer that the TO be used after Tulane has ownership of the objective for at least one full turn.
