1.19 Free agency issue

I'm in my first free agency period using 1.19, and I'm getting an issue with a player I'm trying to sign. I offered a 5 year deal using base amount + 30%. A couple of weeks went by with no problems, then another team was about to sign him, so I made a counter offer for 3 years at base +40%. When I go back to the signing screen now, it has reset the offer to 0 years at the base amount. It's doing it every week now, no matter what I offer, or whether or not anyone else tries to sign him. Not sure if I explained that well, let me know if you need further clarification.
