Axis AI strange transfer of Divisions

Hello dear Co-gamers!

I am currently running a game of the old WIR playing the russians in a long 1941 campaign.
From time to time i save the game and restart it with both sides human, so i can have a look at how good or bad the situation is in the Reich.
Now, it is 1943 and the russians are slowly starting to get an edge over the axis and push them back.
Now i found something strange: The axis computer has moved LAH, Das Reich, Totenkopf, Viking and Nordland SS Divisions into the Finish Karelian army reserve, staying in Helsinki.

Now 2 questions: a) Is the AI nuts?

He has virtually no fighter cover ( 3 fighter squadrons of mixed fighters all down to 10 - 20machines) and sits without entrenchment in an HQ in Helsinki. Being bombed all day.

b) Does the AI cheat?

There is no land connection and never was (Leningrad still russian) between finnish troops and german troops, so he couldn´t transfer them, could he?
I tried to remove them divisions manually back to the german front but couldnt. So does the AI do something that a human player cannot do?

Your answers and opinions apreciated.

Hi Pavel,

a) The units are refitting, away from the front. Every turn they receive reinforcement and when they reach sufficient numbers, you should see them back in action.

b) You will have to check but I think it is possible to transfer divisions by rail (not Korps). This is to simulate naval transport.
