Barges Questions

I have searched through the threads and have found answers to most of my questions regarding barges. I still have one point that is unclear,

When a barge TF is created at a barge hub does it autmatically deliver supplies to wherever they are needed or do they need to be assigned destinations and set up as cheap CS convoys (i.e will the hub determine what bases in the vacinity need supplies and send them as needed or do individual runs need to be set up for each base in the radius)

A good follow-on to this question is, should you even create barge TFs or just have barges deployed "in port" at the barge hubs?
