Supply situation

i know that when a LCU is out of supplies it attacks/defends at 25% of its normal strength. My question is what does "out of supplies" mean??....does it mean an absolute value of 0....or does it mean if my supplies are in the red...is that considered "out of supply"

But the unit will start to have reduced efficiency before having 0 supplies... even if I don't know the exact maths...

Bit kind to the unit in question, if a combat unit had had no fresh ammo/food to use im sure its combat effieciency would be much less than 25%
