Infantry = foot cavalry

ie, the AI moving infantry first, then armor. Is the AI following a rule like: move units with the lowest movement allowance first? I know there's been discussion about this over the years, but can't remember the details. Anyway, there are some obvious Bad Things with this: eg infantry clogging things up for armor moving "later" over the same ground, reducing its effective movement capability.

Are there any Good Things?

Why not just make it: move units with highest movement allowance first?

I'm pretty sure the PO moves units according to the order they appear in the OOB list.

It's definitely not that way in TOAW3 (and I don't think it was in ACOW either). Checking a few scenarios at random, it sometimes seems to be: move the formation with the lowest average movement allowance first. But that's not always the case, so something more complicated is going on.
