Sudden sluggish response

Gentlemen,
have been playing WIR for over 3 years on the same WIN XP, SP2 machine with absolutely NO problems. Never needed DOS BOX or D-fend whatever.
About month ago game behaviour turned sluggish: cursor freezes for 5 seconds while scrolling, 5 second delays before mouse or keyboard commands are executed, then about 10 seconds of normal immediate response, then freeze-up, then normal...etc.
Combat execution, however, runs totally normal, no freeze-ups.
Reinstallation doesnt help. Setting wir.exe file to WIN 95 or 98 compatibilty doesnt help.
Also looked at Win task manager and noticed runningWIR takes up like 80-90% CPU usage on the graph, is this normal?
I cant fathom what i changed on my machine to make WIR so sluggish? Has CPU or memory degraded? keyboard and mouse commands work like a charm on all other programs

Any ideas? Flanker?

for years i was able to run WiR on XP w/o dosbox - however 2 years ago all of a sudden WiR would freeze up my machine and i would have to reboot my confuser to get out of it. at that point i was forced to use dosbox and i'v had no problems since. i'v since done 2 fresh XP installs and tried running WiR w/o dosbox but no go. my guess is an XP update screws up something so you might have to start using dosbox/defend!

I've had the same problem and this solution worked for me:

right click wir.exe > properties > Misc (TAB) and slide Idle Sensitivity to High
