multiplayer and turn sequence

I'm considering purchasing this game and have a strong interest in its multiplayer aspects. But I couldn't find much information regarding the turn sequence. The "WEGO" style of gameplay, where each player plots their moves then these orders are simultaneously executed, is my favorite for multiplayer. And CoG comes up as a "WEGO" game after clicking on that choice on the Matrix games page. But there are several permutations of connection type (TCP/IP and PBEM) with the 2 levels of gameplay within CoG (strategic and tactical). So which parts are "WEGO"?

I think I saw a review that stated the strategic part is "WEGO", in that everybody plans their orders/moves, and then these orders are executed simultaneously. Is this correct? I assume when doing PBEM that there is some sort of replay of the results of the previous turn's orders?

I did read on these forums that the tactical battles are resolved in quick-mode when doing PBEM.

When using TCP/IP, does the user get to play the tactical battles in detail (i.e., not quick mode)? If the user gets to play the tactical battels in detail, are these tactical battles "WEGO" or "IGOUGO" when using TCP?

And on a more subjective note, if the tactical battles can be played out when connecting via TCP/IP, do players find themselves choosing to fight all the battles in detail? Or does that slow the strategic component down too much leading to the use of quick mode for most or all tactical battles?
