Newer Player Looking for Allied Oppononent

Looking for an opponent for Scen 15 Stock. I have played ONE game for a month as PBEM, though I have a handle on the mechanics from lots of AI play. Looking for a reliable opponent, preferably one with a little experience.

7 to 12 turns a week, though first week will be slow (first turn)
Sub Docs OFF
Weather, Fog ON
Allied Damage ON
Historical First Turn

Only House Rule I would want is 4E bombers can't Naval attack under 10K feet. Other than that, I'm open to suggestions!
