Hi, against enemy with less then 3 forts it should. However sometimes units do not surrender regardless of odds. In most cases odds of enemy fort level plus 2 should do the trick.

If your fighting in a hex which does not contain a base and the enemy have no retreat path then odds of 100's:1 will not cause them to retreat or surrender

Or the massively outnumbered troops are Japanese.

Basically, the only forces that will retreat/surrender they way you would expect all troops to are Allied forces in bases.

You just have to keep attacking them, they will fold up before long.

I've had odds of well over 200-1 trying to defeat Japanese base defenders and they still don't budge. You just have to keep hitting them until they finally decide to retreat.

remember that the modified combat odds don't directly represent the current state of the LCU in terms of damage, so 100:1 or 200:1 odds, if the unit has not reached the critical point of damage where it disintegrates, it will hold out. Keep an eye on the final adjusted defense value. Thats a better indicator.
