If your base has its orders window saying "waiting" then it will do just that and not send any supplies out until it receives new orders. If you don't want to move the base then give it a "defend" in situ order and it will operate normally.

I have just checked and bases airdropped in during a scenario also have the "waiting" order so check every base as it arrives.
