Harpoon missile used against submarines?

Can a Harpoon missile be used against submarines? I thought Harpoons were just effective against surface ships, but I have been playing ColdWar/Car Carrier Convoys, and I could swear they were using AGM-84A Harpoon IA agains subs. The Harpoon Database says surface ships, and when I googled Harpoon, it seemed to say the same thing. What can you tell me?

Any chance the subs targetted by the Harpoons were surfaced? A submarine on the surface is as much a valid target for an AShM as any other ship.

(Trivia: The Harpoon missile itself was initially designed to be used as a quick-reaction weapon against surfaced Soviet submarines while they were preparing to fire their cruise missiles. Only after the Eilat incident was the Harpoon's mission shifted to anti-ship strike).

If the submarines were not surfaced this could be a bug.

Can you post a scen file saved shortly before the problematic behavior appears?

Car carrier convoys has several Echo II types and these would have to surface to fire the heavyweight missiles. If its those that are being sunk that would explain it perhaps.
