airborne range

After reading the manual, I noticed no change in these rules, ie bomber with para-trooper has half range rounded up. But, I'm am finding that this is not case and am just wonderig if there has been a rule change or a bug? I was off the coast of Japan, On an Island that before could be reached with a bomber of 5 range( with unit on booard), and had illegal move come up. Even with bomber upgraed to 6, I still could not acomplish this??

Paratroop range is restricted to 2 spaces, this should be in the manual, if it really isn´t (search the word "para") then tell Joel.
