High school level leagues

I know setting the level of the league determines how long players can stay on a roster, but is there an option to have determine whether a league has a draft or has players randomly assigned? If this is covered in the manual, I apologize because I'm at work now. But a draft in a high school league doesn't seem to make much sense.
