The unit is planning to cross the stream and then recross the stream 100 meters up, just to go north. When I see things like this, I scratch my head...and usually play on. But I figured I would ask.
As far as I can tell, there is a waypoint just accros the stream. The unit is first ordered to go to the waypoint. Waypoints are mandatory, they are not broad indication. Units will try to reach them, even if they are occupied. After that, it's not clear from the screenshot, but it looks like the final destination is North, so the unit is heading North. It might be a leg unit, so roads do not have so much importance. You can check movement rates by right-clicking on map.
Keep in mind that you are at the highest magnification and that pathes and terrain elements are aligned on an invisible 100 m grid, even though all seem smooth on the screen.
