S Class Sub Upgrades 3/25

Some of the S Class submarines undergo an upgrade in 3/25.
The stats before and after this upgrade are the same.
Please explain.

They should start carry Mk 10 mines, but Num/Ammo fields have left to be 0. Must be database mistake.

Not a database mistake. It is supposed to be left 0. When you form the refitted sub in an appropriate base, the game automatically calculates how many mines the sub will carry.
 
You'll notice it is the same in WitP, all mine capable submarines have '0' in their ammo fields as well.
 
Also S Lee, you'll note it apples to all US 21" armed submarines, the S, Barracuda, and (as of 1.205) the R class (sans R-21). This represents the development of the Mk 10 Submarine launched mine, which can only be used on submarines with 21" Torpedo Tubes. All other stats are the same, it just represents fittings to allow the mines to be stowed and deployed.

Hmm.. interesting. Then the only way to find the sub mining capability is to try to load them? Also some of the subs do have non zero ammo value for mines. What is the difference between those in RL?

The difference is that zero represents mines laid through torpedo tubes (thus carried instead of torpedoes), and non-zero represents mines carried in dedicated mine-laying gear, i.e. in chutes or whatever, not in the torpedo tubes.
