Cavalry problem

Crown of Glory: Europe in the Age of Napoleon, the player controls one of the crowned potentates of Europe in the Napoleonic Era, wielding authority over his nation's military strategy, economic development, diplomatic relations, and social organization. Cavalry problem

Basically, the problem is that I am completely unable to get cavalry to charge anything. I've played a few different nations, made sure the cavalry has high morale, has full movement points available....and then sat there while the cavalry unit refuses to charge a disordered or routing enemy unit.

I'm pretty sure the problem is something that I'm doing, or not doing. Any ideas?

Three possible explanations:

1) If both the charging cavalry and the target of the charge and are next to another formed enemy unit (infantry or cavalry), then you may not conduct a charge attack. This is also a great way to protect your artillery from enemy cavalry charges.

2) You need at least 9 movement points to charge.

3) Your cavalry must face the target unit and not just be next to it.

It's definately not #2 or #3. I've had cavalry fail to charge when they had a full 16 movement points and are staring right at the enemy. I'll check on #1, but I don't think that's it either.

Does the cavalry unit charge immediately when the 'charge' button is pushed?

Once you press the "charge" button, then the cavalry should charge...if it's capable.
