European Involvment?

Just a quick question fellas. I've read in some of the pots that if the Brits and Frenchies do ever get involved, that they may send troops. How is this handled? Do you get actual units, or just manpower?

Troops and or ships/fleets

the GB would come in from Canada while the French would join from Texas
