42 Scen Aleutian Islands

Looks like the penguins were very busy expanding airfields in the first 6 months of the war. Can someone explain why Attu has a level 4 airbase and Kiska is at level 2 at the start of the 42 scenario? I thought these were undeveloped when the Japanese actually did invade.

Good question. There was a small American outpost on each island when the Japanese invaded, but I don't think there were much in the way of bases yet.
