Can't Reinstall Game

Help! Recently due to hard drive partition issues I lost my install from CD of Tin Soldiers Julius Caesar. I reinstalled from the CD after accidedntally reformatting my hard drive. Now I get the following message whenever I try to launch the game: Application has generated an exception that could not be handled Process id=0xd48(3400) thread id =0x410(1040) When I download the patches and try to apply any of them I get a message"the system administrator has set policies to prevent installation" Please help me! When I initially installed the game from CD 6 months ago it installed and ran fine. This problem only occurred after I accidentally reformatted my hard drive. I enjoy this game so much I recently bought Tin Soldiers Alexander but enjoy the ancient Romans more. Thanks for any help.

This error usually shows up when .Net is not installed.  Did you allow the installation to re-install .Net and Managed DirectX?

This could be a lot of things. 
 
1) Make sure you are logged in as administrator.
 
2) If you are trying to install or play over a network drive, you will get this message. 
 
3) It could also be Norton Antivirus (AKA Anti-anything but Norton):

4) It could also be an Install Shield issue.  Since the application was not un-installed properly, it is in an uncertain state.  You might look in the Control panel for Add and Remove Programs and try to clean things up.

That's my brain dump.  Let me know if any of it helps.
