Naval transportation

Hi to All,
Sorry but confused about naval transportation can't seem to find any reference to it apart from house rules.

Does anyone know what it is & how to use it????

Just its the movement of troops between friendly ports. This naval movement cost rail points. It is not necessary to have a land directed supply line. Also is not needed that the unit to be transported must to stay in a port. Can be any supplied rail hex. So for example in case you dont have a directed rail line to Odessa you can send units from Moscow to this city via a port (Sevastopol) using the rail points.
