actually this is a pretty good point, the AI routines will need to be able to add minor country units and territorial imperatives to their thinking. minor countries in WiF can frequently lose out to say, the overriding imperative to send out the Royal Navy...if we just could've gotten the army moved a little bit we could've saved the capital (i.e. when countries get aligned to the CW).
