Modding the flag tga file

I have a nazi flag mod from the original WAW and thought I could add it into the new version. I don't have much a of photo editor program but I used ms paint to cut the original German flag from the flag tga file and pasted the flag from the mod in it, put it in the game and no flags were present. I put the original file back in the game and it worked fine.
Is there another file that needs to be edited along with the flag tga? I want to have the WW2 flag for Germany under the nationality view and political screen along with the original German chip.

Edit: If there's anybody with more experience at this kind of thing I could send you the German flag mod in a zip file and maybe you could get it to work with AWD. Hopefully nobody's turned off by a Nazi flag in the game, I just want the historical flag for Germany.
Also the flag mod I have is a modified flag.tga file for the first game changing the gray flag to the real WW2 German flag, the problem is that the flag.tga file in the new version is a bit different so I need to paste or somehow edit the new flag.tga file with the authentic German flag which looks very good in terms of the art work, again if anyone has experience with this I could send it to them a in a .zip file. Yeah, well the reality is that all those poor dupes were in fact fighting for the national socialist movement, no need for an apology, this is, of course, why I prefer to play the Allies.  I do have some very good D INF art if you want it....
