rule question please

10.4.3 neutral country trade says in part that resources and supplies will be sent if they can trace a rail and or transport link to a friendly factory. Question is, does the rail link need to be restored or will they still get sent if the rail has been destroyed and not yet rebuilt?

From what I can tell, resources will move over destroyed rail links.
