Fort Construction Questions

The only reference I find in the manual to fort construction, is that units may construct either Level I or II forts. I couldn't find anything more detailed than that, though I may be missing something in the Intermediate or Advanced sections. So, here are a few questions:

1) Is there any resource cost for construction of forts? If so, what?
2) Is there a certain time required for building a fort, or is it done in that same turn?
3) Is there a minimum number of units required in order to begin construction of a fort?
4) Must you first build a Level I fort prior to building a Level II fort?
5) Is there a maximum number of forts that may be built in any given region?

I guess that's the extent of the questions. May think of more later. Thanks!

For questions 1 and 2 see page 201 in the manual. Not sure about 3, 4 , or 5.

#3: I don't believe so, but they need to be in a division to be given an engineering order (if you're building the fort in a province without a city).
#4: I believe you can jump straight to Fort II.
#5: There might be one imposed by graphics limitations, but that's a non-issue because forts are so expensive that you are unlikely to be able to build enough to reach that limit. We know from the game itself that four is possible, and I'm sure you can build more.
