Calling Time Outs

I just purchased the game and it has loads of potential. A couple of questions-
1) How do you call time outs?
2) I've noticed that when you run out of bounds the clock does not stop. Is this a bug or a rule change that I am not aware of?

1) How do you call time outs?

If you're using a mouse, click on the middle (3rd) button after the end of a play, while the players are heading back to the huddle. If you're using the keyboard, I believe you use the '3' key.
2) I've noticed that when you run out of bounds the clock does not stop. Is this a bug or a rule change that I am not aware of?

I hadn't noticed that. Someone else will have to comment.

You might check to make sure you have the latest public beta. I think the time running after you run out of bounds was fixed in one of the beta releases.

Did you check your manual? I was sure that the method for calling a timeout for all interfaces was documented in the latest version. Unfortunately, I am away from my home computer, so I can't verify that.
