navel question

Why is it possible for the allies, to get navel forces in the mediteranian sea? I play the nazis and have taken malta, suez canal, and gibraltar. I have italian navel units stationed in the suez canal and also in gibraltar itself. yest the allies get into the med sea without even attacking my ships. why?

Do you have -fire capable units (CAGs, ART) in Spain or Gibraltar?  Typically, 1 ART will suppress but not damage ships passing through a narrows......
