Labor Allocation

Crown of Glory: Europe in the Age of Napoleon, the player controls one of the crowned potentates of Europe in the Napoleonic Era, wielding authority over his nation's military strategy, economic development, diplomatic relations, and social organization. Labor Allocation

Hi,
when I setting labor allocation for province I always start with Labor to get desired amount of labor from province. Rest of allocation points I distribute to other areas depending on province capabilities.
My problem is with population shifts. When number of current population change I waste few allocation points that can be used for additional production of other items. If I adjust labor allocation (usually when full population limit is reached) and later I build some military units, population drops and I don't produce desired amount of Labour.

Now I decide to allocate production with [pop limit-1] and I don't change it during population increase/decrease.

How dou you distribute your labor allocation ?
How many Labor created per turn is optimal ?

depends on what you want to build! I find I always have less labor than I want, so I allocate a lot of labor in provinces that can produce it (and zero in small provinces that don't seem to produce it). I think the rules say that labor is related to population size and number of factories.
