Problem with "No Borders" option in PBEM

I am playing a modified version of Last Stand in Africa PBEM, as Axis I move first, so I set No Borders option on. However everytime my opponent opens his turn it is set to No Borders off, although he is able to turn it on, and when I play the replay I am also able to see the borders, but they are not visible after the replay is finished and I start my turn, what could be the problem here?

There are two different 'no borders' options. The one, set during the set up of the PBEM turns off the borders where your units are not close enough to see the borders. You would still see borders when you are close enough to them (one hex distance, max, away).
The other option is set whenever you'd like. The button is in the options panel, and you can cycle through no borders, flag borders, and line borders.
SO, the first question is: In which way did you set "no borders"?
