Army trapped in province

I had an army get trapped in the Ohio River province. I tried for about 7-8 turns to move out to adjacent provinces without success. Finally conquoered the Ohio River then moved into the next enemy controlled one. Don't know if this is repeatable.

Isn't that something to do with initiate. I've had a few times were it takes 5 or 6 times for my army to move. Just a thought.

Possibly.  Sometimes the armies seem to get stuck but it is an initiative problem.  I don't think I've had something get stuck that long.  Also, it might have been around winter-time too and if you have the option set, you have very little chance of moving no matter how good your initiative is.

What color was the movement arrow when you gave the order?  If anything but light green then it will have trouble moving.
