Resources set to 0 for Japanese player

Hello:

While playing the 1942 campaign as the Japanese vs Allied AI, my resources at the beginning of Sept. 1943 was just over 1,000,000 yet the very next week my resources went down to a total of only about 35,000. Is this a bug in version 3.2? If so, any suggestions?

Something much like this happened in earlier versions, but I thought it had been fixed. The problem was that the variable for the Japanese Resource level had a maximum value. If resources went beyond that value, the variable would "roll over" and start from 0. It looks like the maximum value was increased for V. 3.2, but still exists. But as long as resources keep pouring in, it should make no difference to the Japanese economy.
Civil war? What does that mean? Is there any foreign war? Isn't every war fought between men, between brothers?
