Italy refuses to join Axis?

Gary Grigsby’s World at War is back with a whole new set of features. World at War: A World Divided still gives complete control over the production, research and military strategy for your side, but in this new updated version you’ll also be able to bring spies into the mix as well as neutral country diplomacy, variable political events and much more. Perhaps the largest item is the ability to play a special Soviet vs. Allies scenario that occurs after the end of World War II.

I am currently playing a game via PBEM and I have had the misfortune to experience something I thought odd. Right on schedule I took down France but the next turn Spain joined up with Germany and Italy didn't. I shook it off, sure that the next turn Italy would come over. They never did. Has anyone else experienced this?

If they don't join immediately upon Vichy creation (33% chance of this), then there is a 75% chance each turn that they will join. Eventually they should join, but if you have bad luck it could take some number of turns. The 1.008 version had a bug that Spain would join 100% of the time when the conditions were met, but that has been corrected in 1.010 that will be available sometime within the next week from Matrix.
