New 1926 PBEM Mod

for no particular reason i decided to do a modification of "scen008 WPO Super Dreadnought PBEM Variant" which eliminates the need for house rules and removes much of the clutter of the full scen008. Changes included:

- All Commonwealth, Dutch, and French ships and bases
have been removed, except all non-U.S. ports which
had U.S. merchants docked in tham at the beginning
of the game have been reduced to beaches so AK's may
still be dispersed like the original scen008.

- Base Points have been reset to balance out the
scenario with the removal of all the extra allied
bases; and all bases only provide Points to an
occupying player, not the original owner.
Exceptions are Wake Island which provides equal
points for whichever player owns it, Guam which
gives points only to the U.S if they own it, and
the entire Phillippines which gives equal points
to whomever is holding each particular base. Each
base's points is based on their "Port Building
Capacity * 10", or if there is no port just the
"Airbase Building Capacity"; except China/Russia
which is "Port Build + Airbase Build" so as to make
them less attractive for "free Points", and the
Phillippines which is "Port Building Capacity * 20"
or "Airbase Building Capacity * 2" so as to enhance
it's importance as the primary objective in the game.

- All Chinese Ports with a Port Building Capacity of 6
has had it lowered to 5 to make it's maximum size 8
and not make it possible to reload torps or mines at
Chinese ports (well, w/o AS/AD's).

- The U.S. west coast has been stripped of virtually all
it's supplies and fuel to reduce the U.S.'s
preparedness at the beginning of the war.

Other than the above, nothing has been modified so the gameplay should be exactly like the original scen008 but without the "Europian distractions" and a more straight forward Victory Point tracking system.

as far as the victory points are concerned the japanese start the game with zero VP's while the USA start with 4100 VP, but once japan takes the entire PI, wake and guam then the japs will have the 4100 VP's and USA will have zero - the usa will have to either take the PI VP's away from the japs and/or take japanese bases (which are worth nothing to japan but worth VP's to the US). the japs can make it harder for the usa by taking other usa bases (which are worth nothing to the usa but worth VP's to japan). seems like a good system to use and it's easy to know where you are in the game - plus the only time expanding a port or airbase gives you extra VP's is when you do it on an opposing country's base since all your own bases are worth nothing to you and don't get the expansion bonus.
