don't remember if it's in the manual or not, but I realized that bombard units request supply
only when they are in fact out of ammo, and this is quite obvious...
but I wish to issue requests when I'm on shortage, before run out.

Actually that's not the case. All units regardless of type periodically reassess their supply situation. Ther period between reassessments varyaccording to unit size, staff efficiency etc. But in addition each time a unit fires it assesses its ammo availability. Once this gets to below a certain threshold - and I just can't confirm what that amount is at the moment as it's late and I've shut down the dev environment - it submits a request.
 
The problem with arty units is that they can go through their entire days allocation in 45 minutes, which will always be longer than the resupply time. Once ammo goes below 20% they start rationing - ie reducing the rate of fire and not firing as often, but they still can run out damm quick. That's a fact they faced in real life too. That is also why for offensives they stockpiled ammo at the guns. We model that to a limited degree. More could be done.

Sorry for the total newb question, but will placing the supply base with the arty units help?

Good question. It won't affect scheduling of re-supply, but it might make the transport column take less time to get there. I know the transport column isn't modelled on the map, but the manual states the journey there and back to the base is modelled so I would imagine the time taken depending on distance is as well.

As far as I know, this is correct : the time taken by the transport column is function of the distance to the supplied unit (and other factors like road network ...).
The gory details are in the manual as Banquet said.

Yes the shorter the distance between depot and unit the quicker the resupply. However, even if they're co-located there will still be some time lag for processing the request.
