Hi all,

Welcome to “Rising Sun, Rising Star.” The opponents are ChezDaJez (Japan), a long time PBEMer and BradfordKay (Allies), a long time AI player. Brad has never played PBEM before so I hope to provide some schooling to young padawan.

This game is based on CHS 2.08 Scenario 159 (experimental) with the following options sets:

1. Sub doctrines off
2. Fog of War on
3. Advanced weather on
4. Allied damage control on
5. Historical 1st turn off
6. PDU on
7. Variable setup OFF
8. Dec 7 surprise on
9. Variable replacements +/- 15 days
10. Auto subs off
11. Auto facility expand off
12. Auto airgroup upgrade off
13. Accept air/ground replacements off.

Some changes with this scenario are reduced torpedo effectiveness, increased aircraft durability and reduced aircrew experience.

We have agreed on the following house rules. It’s a fairly extensive list but many of them simply detail limitations that we have already placed on ourselves in the other games each of us play. The intent of these rules is to restrict the uberness of some game functions and to produce a more realistic game in turns of force capability.

Naval Issues:
1. No more than 6 ships per ASW TF.

2. Capital ships can only refuel/rearm at level 5 or greater bases unless an AE/AO/TK are present All ships can refuel at level 3 ports but must immediately return to a level 5 or greater.

3. No more than 6 PT boats per TF. The TF may not contain any other ship except AK/TK/AO/ AGP for fuel purposes while transiting.

4. Japanese ships and subs may not patrol closer than 4 hexes to the approaches to Aden. No such restriction for Panama.

5. Subs may rearm/refuel at level 3 or greater ports when an AS is present (No AS stationed at level 1 or 2 ports).

6. No IJN ships may move through the Malacca Straits until Singapore falls or after the Japanese capture a port on Malaya's western coast.

7. Naval bombardments may only be conducted on bases within range of friendly bombers.

8. No blockading of friendly ports using multiple 1-2 ship TFs composed of transports. Warships ok.

Land Forces and Invasions:
1. No invasions of non-dot/base hexes.

2. Japanese Kwantung Army forces must pay PP to leave Manchuria.

3. No landing of troops by submarine for the purpose of cutting off supply lines.

4. Allied player may not evacuate USAFFE/ABDA forces units until either Clark or Manila have fallen for USAFFE forces, or an invasion south of Luzon/northeast coast of Borneo/Celebes Sea and until either Soerabaja or Batavia have fallen for ABDA forces. This does not prevent redeployment of Dutch forces within the NEI.

5. All resource/oil centers must be garrisioned with a LCU after capture.

6. Troop assault points on atolls limited to port+airfield size X 100. So if a base has a lvl 4 port and level 4 airfield, the max APs you could have would be 800. Islands are limited to port+airfield size X 150.All other bases limited to port+airfield size X 200. US West coast, Karachi and Japanases main islands exempt. Not implemented. Was an attempt to impose stacking limits on atolls but decided common sense will be used.

Production
1. Japanese production limited to 1200 aircraft per month until 1944. Max of 1800 per month after.

2. Japan may not expand of any one aircraft facility to more than 200% of its starting size.

Aviation Training and Operations
1. No training of pilot's using backwater enemy bases (including China) until 1/44. This will not prevent a player from using an enemy base on the front line for training prior to 1/44.

2. Players may not over stack any airfield by more than 115% and still conduct offensive missions (same limitation as with carriers). Overstacking is considered to be # aircraft = AF size X 50. So a level 4 airfield could handle a maximum of 230 aircraft and still conduct offensive missions. Transports/patrol/recon are included in the equation. All sea-based aircraft are exempt from this rule when located at a coastal base.

3. 2E bombers may not operate from airfields smaller than level 4.

4. 4E bombers may not operate from airfields less than level 5.

5. B-29s may not operate from any airfield less than level 7.

(Note: for rules 3-5, bombers may operate from airfields one level smaller but are limited to the equivalent of one BG i.e. 48 aircraft)

6. Aircraft requiring an airfield larger than level 1 may not transfer or stage to a level 1 airfield.

7. CAP my not be set greater than 60% except for single-carrier TFs. Land bases may also not set more than 60% to CAP.

8. No night bombing by more than one unit except for B-29s after 6/44.

9. 4E bombers set to Naval attack must also have 50% naval search set. EXCEPTION: 4E bombers that start in the PI are exempt until after transferring out of PI.

10. 4E bombers may not bomb below 10K feet except for B-29 night attacks on Japan. However B-29s may not operate below 5000 ft for those missions.

11. 2E bombers may not conduct attacks below 1000' until 1/43.

12. No Corsairs on US carriers until 1/44.

13. Only allied B-18 units allowed to upgrade to 4E bombers except where historically done.

14. Allied forces may reposition some air units to nearby bases if the original base exceeds stacking limits on turn 1. Only enough units may repo to bring the original base below stacking limits.

Japanese First Turn Limitations
1. All Japanese invasions on turn one or two must occur under cover of land or sea based air. (I.E. the invasion site must be bombed). No Japanese invasion force allowed within 10 hexes of any invasion site when not under cover of land or sea based air.

2. All turn 1 and 2 Japanese bombardments must be indirect support of landing forces.

Initial CHS Impressions

The jury is still out but so far it is favorable. Force dispositions and strengths have changed a considerable amount which made for a more difficult time building the first Japanese turn. I no longer knew where everything was. Many Japanese air units start out very much under strength and/or flying obsolete units so this will impact my ability to conduct operations quickly in the first few weeks. Not necessarily a bad thing however.

Japanese ship locations have also changed somewhat and it is more difficult to coordinate them for turn one. The supply ships (AP/AK/AO/TK) have reduced cargo sizes. I had to try 3 different turn one setups before I was able to get anything approaching the setup I wanted.

Many Japanese land forces are also under strength (which really sucks!). A couple of the divisions that are near full strength in stock games are only 1/3 to ½ strength now.

The first thing I noticed was the map and it is probably the least thing I like so far. I like the additions of Aden and Panama and many other bases and islands however I am not a fan of all the lines on the map. I much prefer a cleaner map such as Subchaser’s. I also wish that, like Subchaser’s, resource and oil centers were visible on the map. Other than the lines, the map is satisfactory.

I deliberately refrained from reviewing the Allied dispositions as I thought that any changes there could be chalked up to “intelligence failures.” So my first turn planning is based on the stock Allied dispositions. I could be in for some surprises, both good and bad as a result.

STRATEGY

The overall strategy is to follow the original Japanese plan initially so that will call for the occupation of Malaya, the PI, and the extension of the defensive perimeter in the central Pacific. I have planned a limited first turn attack followed by many other attacks on turn 2 and the days following.

4th Fleet
Pearl Harbor will be attacked of course with KB withdrawing immediately to support operations in the Central Pacific. The initial goal is to land at Guam on turn one followed by Wake on turn 2. Immediately following the fall of Wake, I will push for the occupation of Midway.

The immediate goal is to attempt to isolate Australia from the US supply routes before the US can begin sending large amounts of supply to the land down under. The forces originally earmarked for the Gilberts are enroute to Palmyra at this very moment. They should arrive in about 1 week. I also plan on taking Canton Island in the near future but I do not have enough forces as yet to take it and Midway simultaneously. 4th Fleet is lacking sufficient troops to attempt too many ops at any one time. I also intend to take Fiji if I can find the forces before the allies can build it up.Tarawa will wait until I have the forces.

Southeast Fleet
Troops have been loaded onto transports for the invasion on Rabaul and are currently at sea about 500 miles NE of Rabaul. They will move out just as soon as sufficient naval forces arrive to support the landing, probably 3-4 days. One of my goals is to take Port Moresby. To do so requires that I take Rabaul and Milne Bay first. PM will require more forces than I can spare at the moment but by mid-January I hope to have it in my hands. Once PM is in my hands, I will begin rolling up the Solomons.

Southern Area Army
Kota Bharu and Mersing are selected for invasions on turn 1. Singapore air forces will be attacked on turn one. I expect the Mersing invasion forces to be quite an attraction for the POW and Repulse. With that in mind I have several Nell units on naval attack and 2 strong surface TFs at Mersing totaling 4 BBs and 6 CAs just in case Brad takes the bait. Invasion is also slated for turn 4 at Kuching and Brunei. The reason they are holding off is I want to bomb the airfields prior to landing but Singapore has the priority at the moment. Large scale airt attacks ar planned in support of the invasions and for Singapore.

Forces are enroute to the PI and landings at Lingayan, Tuguergarao, and Naga are expected on turn 2. Davao or Cagayan will be invaded within the week. The carriers Taiho, Zuiho, and Ryujo will support these attacks along with a couple of BBs. Air strikes are targeting all the B-17 capable airfields. Fighter sweeps are also being used to knock the US fighters out of the sky.

China
Other than the attack on Hong Kong, I will not attempt any sweeping operations here. I will take only what is necesary in order to be able to move forces back and forth quickly.

India
No plans for any significant action in India except when presented with an opportunity.

Burma
I will take Alkyb and Mandalay but will move no further north unless presented with a golden opportunity. Don't want to get stuck with forward deployed forces being supplied over jungle trails.

We have agreed to allow only 1 PT TF to be active in a base hex. Others can be homeported there but must be disbanded or patrolling outside of the hex.

The Japanese factory issue is actually quite easy to control. I have written down all the starting values for the factories and will compare before enlarging any. If one grows too large, I can always stop production at that factory. The intent is to not get into a situation where Japan outproduces the US.

The Inf Divs I was talking about are the 48th at Pescadores that starts out at 173 AP. It has only inf, hmg, and support squads in it. The others are the 71st ID and the 31st ID. Both start with AP values of 35 and 40 respectively. Both have a full complement but most of their squads are damaged so making them unavailable until they have recovered.

Many of these house rules are what we already use in other games. Yes, some can be hard to enforce but just the fact that having them listed is sometimes good enough to limit things getting out of hand. Neither Brad or I are ones to exploit the game. We want a game based on historical capabilities rather than a fantasy game.

We have also agreed to an open discourse on anything not covered by these HRs. If one does something that does not appear to conform with the intent, we will discuss it. If we can't agree, we will ask the opinion of selected members of the forum to mediate the dispute.

The 31ID and 71ID are special cases. They are newly forming dvisions containing cadres drawn from the "fourth" regiments of some other divisions that have now been triangularized. Ideally the 31ID and 71ID would not appear on the map yet ... but the cadre regiments did already exist ... so essentially what starts on map are really just the cadre regiments, those they are represented as being "inside" the newly forming divisions. So anyway, I think, given the limitations of the editor and the game, that these representations make sense. I'll check on the 48th ... That unit did have 3 full regiments all involved in the Luzon invasions.

Yes I agree house rules are not an absolute ... one pair of players with differing play styles, expectations, etc. will push the "envelop" in different directions than another set. I do think there are a few items that most players would agree to, but the door should remain open during play if players see something happening that threatens the game. If we look at the long running AARs we see these types of things happening and I think they are appropriate. Like AndyMac agreeing to "Uber Cap" reduction measures, etc.

As to the 48ID, I think what you're seeing is that most of the Division loads aboard transports before you get a change to look at the unit. But it is full strength (324 rifle squads, etc.).

Thanks for the info. You are correct. Part of the 48th is loaded (well, not anymore! Banzai!). I'll have to go back and pick up the rest of them.

One more question though. I captured Wake, landed an aviation regiment and found I couldn't repair the airfield... [X(]aarrrrghhh!!! [:@] I have to find an unused base force or construction unit and forward them asap.

Why are there no engineer units in the TO&E of Japanese aviation brigades and reigments? [&:]

I'm going to have to take a much closer look and see what other dastardly deeds you've done!! [:D]

Troops are unloading at Mersing and Kota Bharu in Malaya. Lingayan, Tuguergarao and Naga in the PI also see troops landing. Guam and Wake island fall immediately with few casualties to our forces. The troops at Wake will rest for a few days and then reload onto transports when their fatigue is down for the assault on Midway which should be in about 2 weeks.

Lots of naval air attacks and surface attacks in the seas around the PI claims several transports including two nice, fat APs. And for good measure, we sink a tanker also. The I-124 put 2 torps into the AK San Jose, sinking her. Allied coastal defenses have been largely ineffective causing only minor damage to a few ships.

A Japanese TF is headed for Palmyra but won't arrive for about 10 days. Hopefully, it will not be spotted to soon as it has a very light escort and no air cover.

Our attack on Hong Kong managed to destroy a fort but took heavy casualties. For some reason the other forces ordered to enter Hong Kong have not yet done so.

The Brits launched several air raids against the TFs at Kota Bharu and Mersing with little effect. One PG suffers a bomb hit but should live. A Dutch sub, the KXIII, put 2 torps into a transport off Mersing. Its iffy if the AK Meiyo Maru can make it to Mersing. I hope she does. She has half of a tank battalion onboard.

The SS Tambor attempted to interdict my fleet at Wake and paid for her impudence. She'll probably survive but she needs a new coat of paint.

For some reason, the surface force escorting my Rabaul invasion force decided to return to Saipan. Have to turn them around. That will cost me a few days as they will need to refuel in Truk first.

The airfield at Wake sustained about 50% damage. No problem, my aviation regiment has engineers. They'll fix the airfield. Wrong! CHS has no engineers in the aviation regiment TO&E! Aaarrrghhh! A CB unit is being rushed from Japan on fast transports. I need this airfield fully operational for the attack on Midway.

Air losses on both sides have been very light. In 2 days of air combat, I have only shot down about 12 aircraft with my fighters. Damaged a lot but not downed them. I hope this isn't a trend. I know about the increased durability but I didn't think it would be this bloodless.

Sorry for the delay in posting. Between work and school, I barely have enough time to run aturn.

Rumor has it that the Japanese High Command is very displeased at the progress of the war. The War Plans Department evidently used old plans that did not match the current intel and own force dispositions. It is said they have been issued picks and shovels and are now working underground somewhere in the mountains!

Previous wargames had also shown the allied commanders to be very timid in the use of their submarines. This has proven not to be the case in this war. Therefore, the Japanese High Command decrees that any captured allied submariners shall be used as boat anchors!

CHS has quite a few changes that I did not fully take into account. The lack of engineers in the aviation regiments caught me off guard. I've got construction BNs loading at Formosa but it will be at least a week before they get ot where they are needed.

Plus the smaller size of the transports (and my total lack of proper planning) has resulted in quite a few LCU fragments left behind at their embarkation points. This is impacting my ability to take the bases in one or two attacks.

These problems are certainly correctable but will slow me down and allow Brad an opportunity to evacuate his ships with out serious air attack beyond what my baby flattops can provide.

AFTER ACTION REPORTS FOR 12/10/41

Troops continue to unload at Mersing, Naga, Lingayan, Tuguegarao and Kuching. Coastal guns again prove largely ineffective. Ships are being turned around as fast as possible but it takes time ans time is precious. I want to invade the critical spots before Brad can reinforce them.

So far, my timetable is off by about one week due to the need to bring construction focres to the front to repair airfields and ports. Not a critical issue but annoying.

I like what I see about CHS. The only concern is the seeming difficulty in downing aircraft. Lots of them damaged but not many downed. Too early to really make a judgement though.

AFTER ACTION REPORTS FOR 12/11/41

Not a good turn for me. Yes, I capture Kuching. Yes, I capture Davao. But his aircraft and subs are starting to hurt. Maya took a torp from a sub and is at 41% flood dmg!!!

The bright side is I now know where his carriers are. They mauled my Canton invasion force near Baker Island. Unfortunately KB is 1200 miles away to the north but they will steam full speed to engage. I'll use the remaining ships to try to draw the carriers north.

I knew it was a risk to send those ships that far without support but I reasoned that he wouldn't expect it plus I didn't believe he would send his carriers out without knowing where KB was. I was wrong.

Also sighted what appears tp be the POW and Repule TF 60 miles from Kuching. I think they intend to strike my transports so I will move them out. Transferred a Kate chutai and a Zero and Nell daitai to Kuching. The Nells won't carry torps so I'll put them on naval search.

Brad is throwing the kitchen sink at me in an effort to slow me down. His attacks haven't caused any major damage yet but they are annoying and the damage they are inflicting is starting to add up.
